In 2017, CCRC released an analytical guide for community colleges to monitor and evaluate their own transfer bachelor degree outcomes using degree and enrollment data from the National Student Clearinghouse. The first part of this two-part guide provides instructions on how to identify the cohort, prep the NSC data files for analysis, and calculate the outcomes included in the Tracking Transfers report series. Fall 2011 Enrollment Coverage<\/h4><p>Dynarski, Hemelt, and Hyman calculate the National Student Clearinghouse\u2019s coverage of Fall 2011 enrollments for all Title IV postsecondary institutions. In their calculation, the denominator includes enrollments at both \u201cdegree-granting\u201d and \u201cnon-degree granting\u201d institutions. Non-degree granting institutions do not award any credentials higher than a certificate, and generally do not submit data to the Clearinghouse. The Clearinghouse\u2019s own coverage calculations, which are based on the universe of Title IV degree-granting institutions, provide a view of coverage that may be more applicable when research is focused on the attainment of an associate or higher degree. The workbook contains enrollment coverage rates going back to Fall 2003, and is available for download from the \u201cWorking With Our Data\u201d section of our website: <a href=\"https:\/\/nscresearchcenter.org\/pubproof\/workingwithourdata\/\">https:\/\/nscresearchcenter.org\/pubproof\/workingwithourdata\/<\/a><\/p><h4>2. FERPA Blocks<\/h4><p>Dynarski et al. find that accounting for FERPA blocks when analyzing StudentTracker results is non-trivial due to changes in institutional-level FERPA block rates over time. In 2012, the Clearinghouse Research Center published a document summarizing the \u201c<a href=\"https:\/\/nscresearchcenter.org\/pubproof\/wp-content\/uploads\/NSC_Directory_Block_Rates.pdf\">Impact\u00a0of\u00a0Directory\u00a0Information\u00a0Blocks\u00a0on StudentTracker Results<\/a>.\u201d This document, available for download from the <a href=\"https:\/\/nscresearchcenter.org\/pubproof\/workingwithourdata\/\">\u201cWorking With Our Data\u201d<\/a> website, shows the impact of FERPA blocks, disaggregated by state, sector, and year.
